MINUTES FROM ST. CLARE COMMUNITY ASSOCIATION BI-WEEKLY BOARD OF DIRECTORS (BOD) MEETING
Date: July 16, 2008

| Following agenda topics were posted on the St. Clare website four days prior to the meeting. Summary of discussion of each agenda item follows:
I. Unleashed Dogs in Common Areas (including pool)
Charlene will write a draft letter to specific homeowners whose dogs are a nuisance when they are off their leashes. This will also be addressed in the upcoming newsletter.
II. Common Area Landscape Assessment
All agreed that common area landscaping, except for the hill along the back of homes on Maitland, is in good shape.
III. Dead and Dying Trees on Slope Along the Back of Homes on Maitland
- Greg Marquez, resident and owner of Mountain View Landscape, provided the board with a written assessment of the condition of this slope.
- Greg will generate a proposal to address the slope in two phases:
- First part of proposal will be to make interim landscape fixes to those areas most in need of attention
- Second part of proposal will be for a 30 month plan to re-landscape the entire slope. This will include planting about 60 tress per year and some hydro-seeding
- The board will cover the interim landscape fixes from reserves. The board will gradually increase the annual landscape budget to cover the 30 month plan
IV. Construction of Shade Structure Within Pool Area
- The design drawings are in work and should be available in 1½ weeks. The board will review them at the next HOA meeting in mid-August
- After the board approves the design, it will solicit three bids from contractors
- The bid package will also include a request to add horizontal slats on the columns between the baby pool and the spa.
V. Other Improvements to Pool Area
- A motion was passed by a vote of 5-0 to equip the handicapped entrance gate with code compliant locking system, identical to the one used on the main pool gate. Cost is estimated to be $1,500.
- All other metal work in the pool area (raised fences, repainting, etc.) is done.
- For the security system, the contractor (USA) raised an issue with the computer IP address. Laval Bey will handle this with USA.
- The board agree to add two new signs to the pool area:
- A “No Pets Allowed” sign
- A more prominent sign advising spa users NOT to leave the shutoff button in the off position
VI. Website Feature for Handling Complaints
- This was developed and tested successfully by Mark Hinsey and will be advertised in the next newsletter.
VII. RV Parking Policy
- The association’s attorney advised that the board can redefine restricted vehicles as authorized for a given time frame, thus overriding section 2.5.2 of the CC&Rs on Restricted Vehicles.
- The board agreed that 24 hours is reasonable for parking an RV in the community.
- The board also agreed to put together an initiative to get RV owners who wish to park for 24 hours to register their vehicles with the association.
- Enforcement of unauthorized vehicle parking is still a significant issue and will be taken up at a later time.

| The next Bi-Weekly Board Meeting is scheduled for Wednesday, September 10th at 6:30. The location will be announced on the St. Clare website at least four days in advance of the meeting.
