MINUTES FROM ST. CLARE COMMUNITY ASSOCIATION BI-MONTHLY BOARD OF DIRECTORS (BOD) MEETING
Date: January 7, 2008
Time: 6:30 PM

Following agenda topics I through IV were posted on the St. Clare website and at the community pool four days prior to the meeting. Summary of discussion of each agenda item follows:
I. Follow Up of Action Items from Prior Meetings
- Following action items are closed:
- Obtain bid from Grounds Control for maintenance of common areas within the new 42 homes area (Alex Woltman)
- Obtain a copy of the CHP accident report on the individual who knocked the tree down (VMG)
- Find out from VMG what the current association reserve is (Alex)
- Revise estimates of St. Clare operating expenses for JLH to use in calculating DRE monthly dues (VMG). This was accomplished at December 17th bi-weekly BOD meeting
- Following actions are still open
- Most of our reserve is obligated to a potential liability for the Plum Canyon Homeowner’s Association. Find out if this liability can now be deleted. Still too early to conclude that this can be deleted
- Following actions are cancelled
- Find out cost of various sprinkler configurations for pool area. Until we get a firm idea on our Plum Canyon HOA obligations, we will not consider investing in these sprinklers.
II. Status of 42 Home Annexation
- JLH is in agreement with all St. Clare proposals regarding annexation. St. Clare and JLH attorneys are working out the final details, which will be imbedded in a JLH letter to St. Clare. Alex provide board members present with a draft copy of this letter.
- As part of the deal, JLH does want St. Clare to assume maintenance of a slope that abuts the back yards of eleven homes on Lorita Lane. St. Clare is evaluating the pros and cons of doing this.
- Actions
- Provide Alex with dimensions of backyard slope in order to compare with the slope that abuts homes on Lorita. Dimensions emailed to Alex on Jan. 9th. Supporting photos to be sent by Jan/ 12th.
- Review the draft letter that JLH wants to send to St. Clare and send comments to Alex (all).
III. Advance Planning for Annual Association meeting
- Annual St. Clare HOA meeting will be held on Tuesday, January 29th at Plum Canyon Elementary.
- Section 4.11 of the Bylaws determines the order of business of the Annual Meeting, including approval of last year’s minutes, voting to roll over any excess funds into the next years budget, etc.). In addition, VMG will tally votes for two open positions on the BOD. The BOD cannot conduct Board business during the meeting.
- BOD agreed that candidate statements should be posted on the St. Clare website.
- Actions
1. Post agenda and candidate statements on website (M. Hinsey). Complete.
IV. Review HOA Violations Spreadsheet
- This spreadsheet is maintained by Charlene, to track major steps in reconciling homeowner landscape and recreational vehicle parking violations.
- Charlene walked BOD members through each step.
- Charlene also highlighted the six landscape and two vehicle violations that she felt required the most immediate action.
- Actions
1. Find out if the 30 day homeowner review cycle for the Rules Policy and ACC Guidelines is completed. Also, find out if once this cycle is complete, whether the changes automatically become official. (Terry). The comment letter went out on 12/5/07, so the 30 day period is up. No homeowners offered any comments on either document. The BOD now has to vote to approve the changes during an open meeting. VMG will then send a letter to the homeowners, confirming that the rules have been adopted. The rules become effective as soon as the homeowners receive that confirmation, so two days after the mailing the rule would be effective. Per civil code, two days after mailing a letter is considered delivered.
2. For illegally parked recreational vehicles, find out if it would be acceptable to place in their windshields an excerpt from the CC&Rs that addresses recreational vehicle parking. According to VMG, this would be okay. |
| The next Bi-Weekly Board Meeting will be on Monday, January 21, 2008 at 6:30 PM has been cancelled. Terry Irwin is responsible for posting agenda for this meeting at least four days in advance of the meeting.
